## Start with candidate quality

A useful candidate has enough impressions, a position where snippet changes can matter, clear query-page fit, and no obvious SERP reason for low clicks.

## Separate position bands

Position 4–10 can support snippet work. Position 11–20 is usually a ranking and relevance problem first.

## Review intent and page fit

Check whether the landing page answers the task and whether another URL is competing.

## Inspect the real SERP

Ads, maps, images, video, shopping, and AI features change click opportunity.
